This strategy has been developed by a range of multi-agency partners and sets out our priorities over the next three years, making explicit our commitment to prevent and tackle child exploitation. We would like to thank everyone who has contributed to this and to everyone who continues to work together to ensure the aims of this strategy come to fruition.

Heddiw rydym yn cyhoeddi'r Strategaeth Cam-fanteisio ar Blant ym Mhowys. Mae amrywiaeth o bartneriaid amlasiantaethol wedi mynd ati i ddatblygu’r strategaeth hon ac mae'n nodi ein blaenoriaethau ar gyfer y tair blynedd nesaf.  Mae’n egluro ein hymrwymiad i atal a mynd i'r afael â cham-fanteisio ar blant. Hoffem ddiolch i bawb sydd wedi cyfrannu ati ac i bawb sy'n parhau i gydweithio i sicrhau ein bod yn cyflawni nodau'r strategaeth.

Cyhoeddir ein Strategaeth ar adeg pan mae cymunedau'n dod yn fwyfwy ymwybodol o faint o niwed rhywiol sydd i blant. Mae’r wefan Everyone’s Invited wedi tynnu sylw at hyn yn ddiweddar gyda miloedd o ddatgeliadau gan blant yn disgrifio niwed rhywiol. Cydnabyddon ni’r angen i wrando ac aethon ni ati i ymateb. 

Rydym yn deall y gall unrhyw blentyn ddioddef cam-fanteisio ac nid yw’r un plentyn byth yn gyfrifol am y cam-drin hwnnw. Drwy godi ymwybyddiaeth ar draws y sector ac yn ein cymunedau, byddwn yn hyrwyddo'r ethos mai cyfrifoldeb pawb yw diogelu. Rydym yn deall nad oes un ateb i’w gael. Mae angen ymatebion amrywiol ar draws gwahanol lefelau o ymyrraeth, ac maen nhw’n gofyn am ymatebion cydgysylltiedig.

Mae'r strategaeth hon yn cynnwys ystod o ymatebion i fynd i'r afael ag ymatebion atal, amddiffyn a chefnogi. Mae'n seiliedig ar dystiolaeth gyfredol o sut mae sicrhau cymorth effeithiol ac fe'i hategir gan egwyddorion sy'n canolbwyntio ar y plentyn ac sy'n seiliedig ar hawliau plant. Byddwn yn parhau i arolygu a monitro’r Strategaeth yn rheolaidd.

This Strategy is published at a time when communities are becoming increasingly aware of the extent of sexual harm to children. This has recently been highlighted by the everyone’s invited website which includes thousands of disclosures by children of sexual harm. We recognised the need to listen and respond. 

We understand that any child can be a victim of exploitation and no child is ever responsible for the abuse. By raising awareness across the sector and in our communities, we will promote the ethos that safeguarding is everyone’s business. We understand that there is no single solution. The responses needed are multiple and occur across different levels of intervention, requiring coordinated responses.

This strategy includes a range of responses to address prevention, protection and support responses. It is based on current evidence of what effective support looks like and is underpinned by principles which are child centred and grounded in children’s rights. The Strategy will remain under review and with regular monitoring.
