Strengthening the legal rights of young people in care must be a priority if Welsh Government is to achieve “radical reform” and reverse a frightening trend of more and more children being taken into care.

This is the finding of an inquiry by the Senedd’s Children, Young People and Education Committee into the urgent changes needed to Wales’s care system.
