The paper argues that children in their early years are particularly vulnerable to the impacts of poverty, as it both limits their access to opportunities and increases the stress on their parents and carers at a critical time for the development of their relationship and attachment. Recommendations include: the Welsh Government should ensure expectant and new parents have access to the right support at the right time, services which support children and families should be protected and the impact of poverty on children’s outcomes should be monitored to ensure interventions are having the desired effect.
