Updated Code of Practice for Funding the Third Sector

The Welsh Government has released an updated Code of Practice for Funding the Third Sector, designed to guide fair, consistent, and high-quality funding for voluntary organisations. It applies to Welsh Government funding directly and funding administered via public bodies like local authorities and health boards.
Originally introduced in 2014, the Code has now been streamlined into five core principles:
- Early and continuous dialogue
- Valuing and outcomes
- Appropriate funding mechanism
- Equity
- Flexibility
The new version is more accessible in both language and format, with improved navigation and links to supporting documents. Its development was led by the Funding and Compliance Sub-committee of the Third Sector Partnership Council with input from various voluntary sector organisations.
Welsh Government and WCVA encourage widespread adoption and use of the Code and invite feedback if it is not being properly applied via thirdsectorenquiries@gov.wales or funding@wcva.cymru.
