WCVA and Cwmpas call for a balanced and sustainable funding approach

In a joint statement, WCVA and Cwmpas are urging government to take a more balanced and practical approach to funding and engagement with voluntary organisations, social enterprises and community groups in Wales during a time of growing uncertainty.

The statement highlights the vital role these sectors play in Wales’ economy and communities – contributing billions each year, supporting public services, and delivering essential local services. 

However, they warn that upcoming changes to funding structures, including the end of the UK Shared Prosperity Fund (SPF) and a shift towards more capital-focused programmes, risk undermining this impact by reducing access to crucial revenue funding needed for staffing, service delivery and long-term sustainability.

They also stress that these changes come at a time of mounting pressure, with organisations facing rising costs, increased demand and reduced financial resilience. Without immediate action, the statement warns there is a real danger of losing skilled staff, shrinking services and weakening trusted community provision.

Through this joint statement, WCVA and Cwmpas call for urgent measures, including transitional revenue funding, a better balance between capital and revenue investment, and meaningful engagement with the sector in designing new funding programmes. With political change on the horizon, they emphasise that this moment presents both significant risks and an important opportunity to strengthen the sector for the future.
