Third Sector Market Stability Workshop

We hope you will be able to join others for this important workshop that will help to shape the future planning and provision of health & care services in Powys.

The session on 24 March 2-4pm  will be an opportunity to:

  • Learn more about the MSR and its importance to your organisation and service users
  • Feed in your own experiences, insights and information into Powys’ MSR
  • Help ensure the Powys MSR captures the breadth of third sector and social value organisations providing care services and any challenges affecting their stability and sustainability
  •  

The Regional Partnership Board (RPB) is required to produce a Market Stability Report (MSR) for Powys by 1 June 2022.

 The MSR will assess the sufficiency and stability of provision of care and support; any other matter relating to the provision of regulated services. It will:

  • Be a tool to assist RPBs in planning and commissioning quality care and support for their populations
  • Help the RPB to better understand the social care market within Powys
  • Enable providers and potential providers of care and support (particularly those that provide regulated services) to better understand the state of the market within Powys, and helping to inform your own strategic thinking

This assessment involves considering a range of issues, including:

  • Future trends (including any resulting from the Covid-19 pandemic) and what that will affect the care market over the next five years and beyond
  • The Impact of Commissioning practices on the care market
  • The provision services in the Welsh Language
  • The sustainability of provision
  • Risks to market stability

Although a lot of the work focuses on the regulated care and support services, including some contracted third sector services, the MSR also has to consider non-regulated provision e.g. preventative and 'step-down' services, of which Powys’ third sector is a major provider. In particular, the MSR will explore how these types of services meet individuals’ needs for care and/or support; impact upon the provision of regulated services; and how the shape of the market for regulated services impacts upon other aspects of care and support provision.
