THE PLACES OF WORSHIP PROTECTIVE SECURITY FUNDING SCHEME

Capital grants are available to provide protective security measures for places of worship in England and Wales that have been subject to, or are vulnerable to, hate crimes that target people because of their religion.

o Application deadline: THURSDAY 14th JULY 2022 at 23:59.

o Funder: The Home Office (the Home Office is a ministerial department of the Government of the United Kingdom, responsible for immigration, security, and law and order).

o Who can apply: Churches, Faith Community Centres (for example, Ecumenical Centres), Gurdwaras, Mosques. Temples and other places of worship in England and Wales. Please note that funding is not available for the Jewish community and Synagogues, as a similar commitment was made to fund Jewish community sites through a grant administered by the Community Security Trust.

The Home Office's Places of Worship Protective Security Funding scheme is a capital grant programme aimed at reducing the risk and impact of hate crime at places of worship and associated faith community centres. Funding is available for protective security measures to places of worship that have been subject to, or are vulnerable to a hate crime attack. For the purposes of this fund, the Home Office defines a hate crime as any crime that is motivated by hostility on the grounds of religion. The fund forms part of the UK government’s Hate Crime Action Plan.

The Home Office hasn’t specified a minimum or maximum grant award for the fund. Grants can be used to purchase and install the security measures listed below. Grant awards cannot be used to cover associated costs such as licensing and planning permission, or charges for annual servicing, maintenance and monitoring.

o Building mounted lighting.
o CCTV (fixed cameras, not pan-tilt cameras).
o Door entry access control (fob or keypad)
o Door hardening, locks and mail box/mail bag.
o Fencing and/or railings (no more than 2.1m high).
o Intruder alarms including integrated smoke/heat detection.
o Manually operated pedestrian and vehicle gates.
o Reinforcing single glazed windows (with anti-shatter film or bars/grilles only) 
and/or
o Video intercom systems

During 2022/23 mosques and associated faith community centres can also apply for some security guarding services if they can evidence that security guards will improve the safety of their site and those worshipping there. Grants for security guarding services will be made available later in 2022/23.

Funding is not available for:

o Educational institutions including faith schools.
o General building improvements.
o Living accommodation.
o Measures to tackle anti-social behaviour, lead theft or other criminality unconnected with hate crime.
o Measures which have already been provided by third party installers.
o NHS establishments (including chapels and prayer rooms).
o Other separate buildings not used for regular worship (where these structures exist within the same building or site as the place of worship, only the protection of the place of worship will be considered).
o Standard security upgrades, 
or
o The Jewish community and Synagogues, as a similar commitment was made to fund Jewish community sites through a grant administered by the Community Security Trust.

The deadline for applications is 23:59 on Thursday 14th July 2022, with applicants expected to be notified by the end of October 2022.

All projects must be completed by Friday 31st March 2023.
