Function: The Programme Board oversees partnership activity in the fields of economic and community regeneration and also has governance oversight of all of PCC's regeneration projects and actions arising from the Powys Regeneration Strategy. The Stronger Communities Programme's aim is to enable living in Powys to be economically viable within sustainable communities and with affordable, accessible and efficient transport.

Project boards and other partnership groups under the Board’s governance

1. Community Delivery Project Board

Purpose: To develop and support the transfer of assets and the delivery of services by community organisations and Town and Community Councils. It also oversees the work of the Devolvement of Recreational Facilities to Communities project.

Membership: PCC and PAVO.

2. Volunteering Project Board

Purpose: To develop and support volunteering practices within LSB partner organisations and to increase the level of volunteering in Powys.

Membership: PAVO, PCC and PtHB

3. One Powys Local Action Group - Arwain

Purpose: To develop and govern the Rural Development Plan (RDP) project for Powys 2015-2020 and to support projects which will create vibrant, empowered and connected local communities, delivering sustainable and innovative solutions to current and future economic, social and environmental issues, and enhance the economic wealth of Powys. Membership: Members of the current Powys Regeneration Partnership and Glasu Local Action Group plus new members ensuring representation from all sectors.

4. Reform of Housing Revenue Account Project

Purpose: To maximise the benefits of proposed legislative change to Treasury arrangements for local authority housing which will mean changes to revenue streams and increasing borrowing capacity for potential new build and/or stock improvements

Membership: PCC only

5. Brecon Cultural Hub Project

Purpose: To manage the restoration and refurbishment of Brecon Museum and Art Gallery and relocate the existing Brecon Branch Library and Brecon Tourist Information Centre from their existing buildings into a new annex physically attached to the Museum to create a new cultural hub.

Membership: PCC only

PAVO/Third Sector Representation: None; however there is a 'Project Progress Team' which includes service user representatives

6. Devolvement of Recreational Facilities to Communities Project

Purpose: To implement the devolution of responsibility for PCC owned recreational facilities to local community organisations. (The Project is a subsidiary project of the Community Delivery Project Board.)

7. Powys Local Development Plan:

Purpose: To undertake the preparation and adoption of the new Local Development Plan for Powys

Membership: PCC only

8. Neighbourhood Management

Purpose: To set up the structure and operational capability to deliver Neighbourhood Management (NM) throughout Powys and then to implement that service.

Membership: PCC, PAVO, Dyfed-Powys Police and Mid and West Wales Fire and Rescue

9. Powys Third Sector Scheme

Purpose: To develop a Powys Third Sector Scheme, that sets out the commitments and arrangements between LSB Partner Organisations and Powys' Third Sector.

10. Youth Employment Project

Purpose: To develop the Powys Youth Academy (PYA) to offer and supply apprentices and training for and on behalf of local businesses throughout all of Powys.

Membership: PCC, PAVO, NPTC, Cambrian Training and Powys Training

11. Local Asset Backed Vehicle Project

Purpose: To develop and implement a Local Asset Backed Vehicle (LABV) to financially support the infrastructure regeneration of key Powys communities.

12. Integrated Transport Project

Purpose: To develop and implement a countywide reconfiguration of transport services, including all PCC provided passenger transport services, to achieve costs savings and equality of service across Powys.

13. Newtown Bypass Project

Purpose: To oversee and implement the creation of the new Newtown bypass.

Membership: PCC only
