Organisational and Partnership Development Programme Board

Function: This Board's work focuses on activity to support the development of better organisational arrangements and practices for LSB partner organisations.

It is the lead group for developing the necessary practices and arrangements tht are needed to enable the closer organisational integration of PCC and PtHB.

Membership: PCC, PtHB, PAVO, trade unions, Welsh Government

PAVO/Third Sector Representation: Peter Lathbury (PAVO).

Meeting Schedule: Quarterly.

Project boards and other partnership groups under the Board's governance

1. Developing Leaders and Managers

Purpose: To develop a shared learning organisation approach through developing a shared Leadership and Management Development Framework (LMDF) with shared learning approaches adopted within PCC and PtHB

Membership: PCC and PtHB

Third Sector Representation: None


2. Staff Engagement, Values and behaviours

Purpose: To develop and implement practices to support the creation of shared staff values and behaviours across PCC and PtHB

Membership: PCC and PtHB

Third Sector Representation: None

3. Interated Human Resources/Organisational Development

Purpose: To undertake a review of the Human Resource (HR), Learning and Development (L&D), Health and Safety (H&S), Organisational Development (OD) and Occupational Health (OH) arrangements in Powys County Council PCC & PtHB making recommendations for change and improvement

Membership: PCC and PtHB

Third Sector Representation: None

4. Shared governance and scrutiny

Purpose: To agree a revised Governance structure that will meet the increased scope & pace of change for PTHB/PCC integration required by Welsh Government, address member concerns about levels of member involvement and meet PtHB requirements for separation of Board and executive functions.
